Empowering care with technology. I am David Ford, founder and CEO of CalHIPSO, a nonprofit organization that for 10 years has successfully empowered safety net providers with health information technology (HIT), such as electronic health records (“ EHR”) and health information exchanges (“HIE”).

Before I founded CalHIPSO in 2009, I worked at the California Medical Association, where I learned about the massive compliance burdens faced by underfunded safety net providers. EHRs and other technologies can help lift that burden. But moving from paper to digital records is an enormous disruption to their practices, to the point of deterring the use of EHRs and HIEs. Health Care Reform depends on EHRs, therefore, the federal and state governments have made funding available to safety net providers. CalHIPSO is here to channel government funding to your practice, to ensure that you can maintain independence and ride the tech wave, not be left behind.

CalHIPSO is the ONLY health IT organization started by provider trade associations – The California Medical Association (CMA), The California Primary Care Association (CPCA), and the California Association of Public Hospitals and Health Systems (CAPH). Thanks to the trust you placed in us, we’ve succeeded in helping 15,000 providers in the last 10 years in adopting EHR and achieving Meaningful Use, the “Stage One” of our mission. We gave them relief and confidence by guiding them through a difficult transition.
Now we are ready to move on to Stage Two: While EHR adoption is important, it is not an end in itself. It is merely a tool for capturing data. Once providers have that data, they are ready to take the next steps: exchanging health information and getting ready for payment reform.
1st Goal of Stage Two: Helping providers exchange clinical data
Starting in the Summer of 2019, CalHIPSO will play a central role in the California HIE Onboarding Program (Cal-HOP). This new program will bring $50 million to help providers join health information exchanges. https://www.dhcs.ca.gov/provgovpart/Pages/Cal-HOP.aspx
2nd Goal of Stage Two: Preparing safety net providers for Payment Reform:
Both government and private payers are moving to value-based reimbursement models. CalHIPSO is working to bring new population health tools and partnerships that will help providers engage in new payment models, such as patient-centered medical homes and accountable care organizations (https://www.cms.gov/medicare/medicare-fee-for-service-payment/aco/).
